lpv:translated text	". This Regulation and the extension of the programme to the end of 2013 are, on the whole, positive news in this period of suffering for the most deprived. However, an agreement between a number of Member States not to extend these measures beyond 2014 because they would be purely a Member State competence is unacceptable. That attitude reveals several contradictions.
