"Mass immunisation against bluetongue can help to reduce clinical illnesses and losses, impede the spread of the disease and facilitate the safe handling of live animals. Given the varying risks of catching the disease, which are different for each region, mandatory inoculation is questionable on cost grounds. The risk of catching this disease seems to be higher in southern and western regions of the EU than in the north and east. Furthermore, morbidity and mortality also depend on a number of factors. In view of these considerations, I abstained from the vote."@en1
