"With the profound changes taking place in the southern Mediterranean since the Tunisian revolution and subsequent events in neighbouring countries, it is important that the EU supports the democratic aspirations of people in these countries even more.
The Kingdom of Morocco committed itself to a global process of political, economic and social reform several years ago. The Protocol to the Euro-Mediterranean Association Agreement between the EU and Morocco, which we have adopted here today, marks a decisive stage in our bilateral relations. It gives Morocco the right to take part in all current and future Union programmes, a step that is consistent with the main objectives of the neighbourhood policy.
We confirm our support and encouragement for Morocco in its efforts to intensify its reforms and to initiate future ones, while guaranteeing that its citizens will play a real role in them and that human rights will be upheld on its territory."@en1
