"I voted in favour of this report because I am a strong believer in the effectiveness of fisheries partnership agreements. A feature of such agreements is that they both safeguard fish stocks through regulated fishing and create jobs and provide economic support in places that need European economic assistance. In this particular case, the agreement with Guinea-Bissau provides for the renewal of the previous partnership for one year to give both parties time to draw up a new protocol of understanding valid for four years.
Guinea-Bissau has a largely agricultural economy characterised by the use of very outdated methods, but it has rich fishery resources, both coastal and oceanic, which are being developed. The protocol contains an additional clause allowing for its immediate suspension if breaches of human rights and democratic principles occur. It represents a very important economic incentive tool for a country regarded as one of the poorest and least developed in the world. At the same time, it gives Europe the assurance that a democratic process will be set in motion."@en1
