"− The European Observatory on Counterfeiting and Piracy was created in 2009, and became a specialised centre for collecting, monitoring and communicating information and data relating to all violations of intellectual property rights (IPR) as well as a platform for cooperation. Since its creation, the Council has added new responsibilities to its other competencies and the European Parliament has requested that the Observatory compile data from scientific research into counterfeiting and IPR regulations. The continuous rise in IPR violations is a significant threat not only to the economy but also to the health and safety of European consumers. The present report, which I have supported, aims at entrusting the Office for Harmonisation in the Internal Market (OHIM) with the tasks that are currently performed by the European Observatory on Counterfeiting and Piracy, with a view to improving the performance of the duties attributed to it and allowing the Observatory to have access, as quickly as possible, to the specialist knowledge and financial resources needed to perform its functions. The Office will invite government and private sector representatives to the Observatory meetings, ensuring that consumer organisations, small and medium-sized enterprises, authors and other creators are properly represented."@en1
