"Mr President, it is clear from the debate here this morning that there is a lot of work to be done and that a great deal of cooperation will be required among Parliament, the Council and the Commission to discuss this issue and to take it to the second reading, as the Commissioner said. The sooner it happens, the better for the quantity of fish in the sea and for the fishermen’s way of life. Also, I commend my Irish colleague Pat the Cope Gallagher for the great work he always does on this issue. I have a few brief points to make. I agree completely with the points made regarding the need for regionalisation, the preservation of coastal areas, the gillnets to which Mr Gallagher referred, the danger of transferable fishing concessions (TFCs) and the absolute desirability of eliminating discards. If we can address all that ... we will have made great progress."@en1
