"The debate initiated by the question from the Committee on Regional Development (REGI) on reprogramming the Structural Funds to better combat youth unemployment and help SMEs has dispelled any doubts around this question. The aim of supporting small enterprises and promoting youth employment is of course one that we can all support, but it risks being just words unless the Commission makes it clear what measures and programmes it intends to implement and identifies the budget line to be drawn from. The EUR 82 billion on which the Commission bases its proposal are resources that have been allocated to the Member States and not yet spent, but they are mostly already committed. The concern that these resources could be taken away from national and regional programmes at the behest of the Commission has been decisively laid to rest by Mr Hahn, who, recognising that Parliament’s remarks were well founded, has announced that the choice to reprogramme the expenditure will be left to the Member States and that the funds will remain available to individual countries."@en1
