As for the use of the Structural Funds, we are still being bombarded with contradictions which are sparking debate. On the one hand, we want to mobilise Structural Funds to offset the golden rule but, aside from that, we want to use them to sanction the Member States. The time will come when we will have to choose where our consistency lies. How can the European Union work when it is being pulled in two directions? Then, when we are discussing fundamental financial perspectives, President Barroso’s movement questions us. Does the European Union’s budget not need to have resources at its disposal that can be used, depending on the situation, to implement countercyclical measures? In this case, are the proposals you have made for the future Structural Funds programmes adapted to the crisis situation the EU is currently experiencing?"@en1
