"Mr President, a harmonised, progressive approach to intellectual property rights is vital to fulfilling the ambitious objectives of the Europe 2020 strategy, including the Digital Agenda for Europe. The Office provides a forum that brings together public authorities and representatives of the private sector, ensuring the collection, analysis and dissemination of objective, comparable and reliable data concerning the value of intellectual property rights and the infringements of those rights, identifying and promoting best practices and strategies to ensure respect for intellectual property rights, and raising public awareness of the impact of intellectual property right infringements. The European Parliament considers that respect for citizens’ fundamental rights and freedoms is essential. Measures aimed at protecting intellectual property must not infringe citizens’ fundamental rights and freedoms. European legislation, through the Telecoms package, bans service providers from filtering Internet content unless authorisation to do so is granted by a judge. The Observatory must only support and be restricted to implementing specific European legislation."@en1
