"The financial and economic crisis that broke out in autumn 2008 persists, and Member States face the threat of a long-term recession. I agree with the view that protectionism and non-enforcement of competition rules will not contribute to the solving of the crisis in any way. On the contrary, a properly conceived competition policy should help to build a dynamic and innovative internal market that will successfully face global competition. Even in times of crisis, cartels remain the most serious threat to competition, consumer welfare and the proper functioning of markets, and therefore, the imposition of fines as a means of enforcing the applicable laws is justified. I believe however, that the Commission should examine each case with great care and ensure that the amount of a fine does not irrevocably jeopardise the economic viability of the enterprise concerned, leading to its bankruptcy and liquidation and substantial job losses as a result. The crisis situation requires that the answers to the challenges raised take account of the complex economic and social context and do not further penalise EU citizens."@en1
