"Over a third of the world’s population is without clean cooking facilities and 1.3 billion people have no access at all to electricity. Convinced that poverty reduction also requires increased access to energy, I supported the report on EU development cooperation in support of the objective of universal energy access by 2030, launched by Ban Ki-moon, the Secretary-General of the United Nations. Both the Commission and the Member States must support the development of public-private partnerships in the field of energy, along with technology transfer – in particular, those related to energy efficiency – whether this be between partner countries in the South or between Europe and the South. The text correctly states once again that responsibility for access to universal services, especially affordable energy for poor and remote populations, remains that of the State. We therefore urge the Commission to issue a communication on development cooperation this year in support of universal energy access and to report annually on progress made in this respect."@en1
