"The need to involve women in every stage, from conflict prevention and crisis management to post-conflict rehabilitation, has been increasingly highlighted during the discussions at high-level forums. Involving women in the security sector and in the peace-building process is vital to ensure the success of these efforts, and excluding women from these processes makes it impossible to provide an appropriate response to the concerns of the entire population. With regard to peace negotiations, women account for less than 8% of participants and less than 3% have been signatories of the agreements concluded. EU support for peace processes must be made conditional upon the involvement of women in the international teams conducting peace negotiations. In modern armed conflicts, around 90% of victims are civilians, with women frequently being victims of rape, used as a weapon of war, and of sexual exploitation, used as an extreme means of survival. This is why I have called for special attention to be focused on pregnant women and mothers of young children with regard to the provision of food, clothing, health care services, transportation and evacuation, in order to avoid unwanted pregnancies and sexually transmitted diseases, as priority areas under the Development Financing Instrument for the 2014-2020 period."@en1
