"The continuation of the Daphne programme is justified based on the programme’s previous success in supporting the initiative, campaigns and policies for preventing violence, along with the studies which have shown that inadequate funding for previous versions of the initiative has considerably limited its success, which is noticeable in any case.
Violence against children, young people and women still remains one of the biggest challenges to European society. Ninety-eight per cent of European citizens are aware that this problem exists, while more than two thirds of European citizens (68%) think that the European Union must take a more active involvement in preventing and tackling violence against these vulnerable groups. In addition, the spread of new forms of violence against vulnerable groups due to the expansion of access to new communications technologies demands a robust response from the European Union. Continuing the programme provides a useful tool for achieving the objectives set out by the Europe 2020 strategy for combating social exclusion and by the European Commission’s strategy for equality between women and men 2010-2015."@en1
