Given that there is already regulation on this issue in place at EU level, there is a need to question the effectiveness of Union law at responding to public needs on the ground. Following site visits by a number of Members, therefore, there is a need to identify the points where the Waste Management Directive can be improved, on the one hand, and those where it has not been properly implemented, on the other.
