"The risks of proliferation relating to the Iranian nuclear programme remain a source of deep concern for the EU, and we have to express serious apprehension about the declaration in the International Atomic Energy Agency report, according to which reliable information indicates that Iran has been undertaking activities relating to manufacturing a nuclear explosive device. It is essential that Iran immediately stop developing enrichment technology, which is far beyond the needs of ensuring a secure supply of fuel for civilian purposes, and ignoring international concerns about clandestine military intentions. If not, a phased embargo on imports of Iranian crude oil to the EU will have to be implemented and it will be possible for the contracts already concluded to be implemented until 1 July 2012. The Council should adopt the measures needed to alleviate the consequences of the embargo for the various EU Member States."@en1
