"The consumer policy strategy drawn up by the Commission has the objective of establishing an effectively functioning retail internal market by 2013, making consumers and retailers as confident shopping across borders as in their home countries. Cross-border trade is very slow to develop in the EU because consumers have no guarantee that their rights will be protected in the event of a problem and they will receive adequate redress. The integration of European markets and the consequent increase in cross-border activities highlight the need for a common European approach to collective redress. The Commission has made a significant effort to address this issue, which hitherto was regulated at Member State level. I believe that we need to provide a clear impact assessment and outline possible measures at EU level to improve the EU’s current regulatory framework, so as to allow victims of infringements of EU law to be compensated for the damage they sustain and thus contribute to consumer confidence and smoother functioning of the internal market."@en1
