In the European area of justice, citizens and companies must be able to enforce the rights guaranteed by EU legislation effectively and efficiently. It is therefore important to provide robust guarantees against abusive litigation, as envisaged in the Commission’s horizontal consultation, and to protect consumers and small and medium-sized enterprises with safeguard procedures, particularly as regards competition or consumers."@en1
