The Humanitarian Aid and Civil Protection department of the European Commission (ECHO), which is responsible for implementing EU humanitarian aid, covers humanitarian assistance and civil protection, funding around 200 partners to implement it. The report criticises the current management of ECHO’s budget, highlighting weaknesses in terms of control and follow-up of the use of EU funds. In order to change existing weaknesses in the control and management of ECHO’s budget, the rapporteur proposes a series of measures, the most important of which is the need for increased control and accountability in the indirect management of EU funds, and for the EU to increase its capacity to respond to natural disasters; that is a ‘more realistic’ approach to the budget, and to ‘maintaining a coherent balance between the financing of measures to prevent humanitarian disasters and measures to ensure rapid responses to [...] disasters’."@en1
