"One of the advantages of this report is that it focuses Parliament’s attention on the management of the Commission’s humanitarian policy. Through the Directorate General for Humanitarian Aid and Civil Protection, the Commission grants a level of humanitarian aid that makes the EU the world’s largest donor. The management of humanitarian funds has, for some time, involved a number of critical issues that Parliament and the European Court of Auditors have recognised and often brought to light. With this report, Parliament therefore calls on the Commission to act on a number of important measures to improve the management of humanitarian aid. As stressed by the rapporteur, it is essential to ensure that partners effectively follow up on the findings of audit procedures, and it is important to guarantee that UN reports, drawn up case by case, clearly contain information on the results of individual projects in the area covered by the financial intervention. It is also important to improve the methods for, and practice of, assessing potential partners in the context of framework partnership agreements and, lastly, to pay careful attention, from a strategic perspective, to the possibility that in some cases, humanitarian aid policy may have a negative effect, such as, for example, the chance that food aid might drive down the capacity for local production. I therefore voted in favour."@en1
