lpv:translated text	"On 2 February 2012, I welcomed this document because company mobility still encounters high administrative burdens as well as social and tax costs. There is therefore a need to establish relevant measures to implement the freedom of a company to transfer its seat. The Commission must submit a proposal for a directive on the cross-border transfer of company seats, bearing in mind that all companies and firms must be guaranteed freedom of establishment. Transfers of seat should maintain the continuity of the legal personality of the company or firm concerned and thus ensure its proper functioning. The transfer should not affect the rights of stakeholders (minority shareholders, employees and creditors) originating before the transfer. There is a need for legal certainty and compliance with all legal, social and fiscal conditions. It should also be noted that cross-border company migration is one of the crucial elements in the creation of the internal market."@en1
