lpv:spoken text	"Madam President, I was interested to read this report and pleased to see that it did pick up, albeit in a rather desultory way in the end, the issue of whether humanitarian aid and assistance has negative effects. I think that is the discussion that we should have in much more depth here in the Parliament because we tend to think it is a good thing per se. I happen to agree with overseas aid. I think that properly targeted and carefully monitored, it can achieve great things. However, I was particularly struck when listening to the rapporteur this morning talking about his misgivings about our working with the UN. This really was a disturbing part of the report and, if we cannot get that right, then we should seriously consider suspending some of those programmes until we are clear that they are acting in the best interest of the people that we are trying to help."@en1
