"Madam President, I am well aware that providing humanitarian aid can sometimes mean treading a very fine line and we cannot always pick and choose the regimes with which we work. I can understand this. It is the duty of the European Union to help people in need. Nonetheless, we must be equally clear on the other side: when assistance is given, we need to know what it is being given for and it must be easy to check whether the aid reaches its intended destination, rather than ending up in the coffers of some corrupt governments, never to be heard of again. Although this is self-evident, we nonetheless need to demand this on a daily basis. Naturally, this also means looking to ensure that the aid is genuinely efficient. We need to check that the aid really gets to where it is needed and that it is efficient. If we can manage these two things, then we shall make a lot more progress. Transparency is a minimum requirement in all of this. For this reason, I have voted in favour of this report."@en1
