"Mr President, Baroness Ashton, ladies and gentlemen, I believe that the most visible aspect of the changes affecting Brazil, Russia, India, China and South Africa (the BRICS), which is also the most significant one in terms of consequences for the life of our societies, regards the economic and commercial penetration of these emerging powers. These changes may lead to stability and widespread prosperity, but appropriate speed is required, both in terms of responses in the international rules – and we know that unfortunately the World Trade Organisation (WTO) negotiations are at a standstill – and in terms of greater integration of our foreign policy with trade policy, taking into account the fact that our foreign policy in some respects is unfortunately still in its infancy, while trade policy, thanks to the exclusive competences of the Treaty of Lisbon, is fully functional. I am wondering, for example, what the role of trade attachés in our embassies is. These trade attachés are not part of the European External Action Service, but will play a key role in the BRICS countries, one that is as important, if not more so, as that of our diplomats."@en1
