Mr President, Baroness Ashton, ladies and gentlemen, discussions between the partners about what annoys them and about what changes would increase the common ground between them are an undoubted part of strategic partnerships. More than one area of this kind exists. Therefore, it is increasingly surprising that this House is content simply to give a mutual confirmation of its values. The results of the poll in Russia yesterday should be making us think much more carefully about the situation. The poll showed that the Russian population wants a modern country with a stable economy which is more than just an exporter of raw materials. However, only 7% of the population believes that the EU is prepared to help with the necessary reconstruction. This figure has not only halved, but is also particularly low in areas which are in close contact with the EU. We should be discussing the related issues here, including democratic values, involvement in society, the prospects of the election and the emergence of a political and civil society in the Russian Federation, particularly against the background of the contradictory experiences of the Russian people during the Yeltsin era."@en1
