"I agree with, and strongly support, the conclusions of Mr Patriciello on the European space strategy, in their expression both of appreciation and of concern. There is no doubt that space policy is a great opportunity for Europe because it stimulates technological innovation, because it helps to make European citizens more secure, because it creates synergies in a strategic civil and military sector, and, finally, because it creates jobs for highly qualified workers. It is therefore right that the project should play a key role in the Europe 2020 strategy. That said, it is all too plain that in terms of governance, the Commission could and should have drawn up a more ambitious plan. The failure to include it in the multiannual financial framework for 2014-2020 risks undermining the investments made so far. The references to cooperation with the United States, Russia and emerging powers are too weak to frame the space policy in an international context."@en1
