"In favour. In its resolution of 7 September 2010 on ‘Fair revenues for farmers: towards a better functioning food supply chain in Europe’, Parliament adopted a number of recommendations to solve problems downstream of farm production in order to improve farmers’ incomes. Parliament suggested substantial policy change in EU competition law and made recommendations for measures to be included in the legislative proposals on CAP 2020 reform. The Commission adopted, on 23 November 2010, a follow-up note on this resolution, which announces action in this matter. This new initiative report identifies problems upstream of farm production, focusing on rising costs of purchased farm inputs over the past decade in the fields of energy, machinery, compound feed, fertilisers, pesticides, seeds and water. It points to the impact on several production sectors, highlights the growing dependence of farmers on an increasingly concentrated input industry, and suggests measures to be taken within the upcoming CAP reform."@en1
