"Biocidal products are necessary to protect against organisms that are harmful to human or animal health and to protect against organisms that cause damage to natural or manufactured products. The purpose of the regulation in question is to increase the free movement of biocidal products within the European Union. In order to remove, as much as possible, barriers to trade in biocidal products that stem from the different levels of protection in the Member States, harmonised rules should be laid down for the approval of active substances and the placing on the market and use of such products, including rules on the mutual recognition of authorisations and on parallel trade. In order to ensure legal certainty, it is necessary to compile an EU list of active substances that are authorised for use in biocidal products, and a procedure should also be established for assessing whether an active substance may be included in that list. The proposal also aims to simplify the rules on data protection, to avoid duplicating the preparation of studies, to improve the harmonisation of charging systems in the Member States, to introduce rules for parallel trade in biocidal products, and to include products or materials treated with biocidal products in the scope of the directive."@en1
