However, their uncontrolled use can also be harmful to health and the environment. This report contains some improvements on the first reading, which are the result of the compromise reached in negotiations between the groups. The most important of the positive aspects includes a more obvious concern with ensuring a high level of protection for human and animal health and the environment, as well as matters relating to labelling containing information for the consumer that is not misleading, as in the possible use of nanomaterials. As the rapporteur says, requirements for information on active substances and biocidal products must take into account the latest methods of avoiding experiments on animals. However, some doubts remain as to the rules on fees, both for the European Chemicals Agency and for the Member States."@en1
