"Harmonised vehicle regulations can benefit road safety, environmental protection and trade. Type-approvals under UNECE regulations, which is to say, EC type-approvals and those based on internationally agreed standards, make it possible for the same standards to be used in many countries and obviate the duplication of work, reduce administrative expenditure and could increase the competitiveness of European industry. While measures intended to cut red tape and simplify administration are to be welcomed in principle, in many areas, the EU does take on a pioneering role when it comes to safety, and that ability must not be done away with. For that reason, I abstained from voting."@en1
