"There is provision in the 1958 Agreement of the United Nations Economic Commission for Europe (UNECE) for any contracting party to declare, at the time of accession, that they are not bound by certain UNECE regulations. This report proposes that the European Parliament give its assent to the Union’s accession to Regulation No 29 of the UNECE on uniform provisions concerning the approval of vehicles with regard to the protection of the occupants of the cab of a commercial vehicle. The technical requirements of UNECE regulations are not only applied to the EU, but also to third countries in eastern, western and south-eastern Europe, Japan and North America
which are contracting parties to the 1958 UNECE Agreement. The intention is for type-approvals issued under the UNECE regulations to be considered EU type-approvals, thus avoiding duplication not only in technical requirements but also in certification and administrative procedures; this will cut red tape, to the benefit of both industry and national authorities."@en1
