This is the same sort of rule as when it was decided that Europe was the world’s most competitive area in 2010. I do not believe that the Member States will achieve a 0.5% deficit target. In my view, the most important thing at this stage would have been to establish a programme for achieving this, and, furthermore, there ought to have been more focus on growth and maintaining employment.
