"Mr President, the activities of the European Union relating to the exploitation of space focus primarily on the Galileo projects and the European Earth monitoring programme. In the near future, we can expect that the Galileo programme, in particular, will start to provide its first, initial services to the European public. As of 2014, for example, testing of the Safety-of-Life Service of this system should be launched. Given that the system is being built to be interoperable with both operating systems, GPS and Lonas, it will also be possible for it to participate in international cooperation relating to global navigation system programmes. In view of the fact that services in the area of space are growing rapidly and that the Galileo system provides certain advantages compared to competing systems, it may be expected that it will bring corresponding social and economic benefits in the near future. The Commission, however, must still answer the question of the further operation and financing of the European Earth monitoring programme after 2014, which has yet to be resolved.
