"Mr President, Prime Minister, thank you for presenting your programme. During the last six months, Parliament adopted a report on the fight against poverty. All of us here today are aware that the phenomenon is becoming increasingly serious in Europe with the different austerity measures in place in various Member States, whereby the report stated that such measures cannot undermine employment and social protection. In this context, what are the elements of the programme for your Presidency which will allow us to support Commissioner Andor in his efforts to meet the aim of reducing by 20 million the number of European people living in poverty? In my view, the budget seems particularly important. The report recommends – and I quote – ‘pressing ahead with, and providing increased funding for, European programmes which can contribute to various aspects of the fight against social exclusion and poverty’. How do you see this recommendation being implemented through negotiations on the future Multiannual Financial Framework? Two subjects in particular will also come to the table: the establishment of a programme of food aid for the most deprived beyond 2013 and the European Globalisation Adjustment Fund. What are the Presidency’s views on these programmes, which seem to have been placed in a precarious position by some Member States within the Council?"@en1
