"Mr President, I think the message is clear. What we can do here is to ask the Tunisian authorities to guarantee Zakaria Bouguira the right to legal proceedings that conform to international standards, so as to shed light on the serious human rights violations he has been victim to and to prosecute those responsible.
We must also ask for the same clarifications on the violations committed against the 13 Moroccans and, in any case, what we can also do is to insist, once again, on the fact that reforming the security sector and combating impunity are essential tasks that should be commenced without delay.
Only once those tasks have been completed will it be possible to establish a viable state based on the rule of law and to embark on a process of national reconciliation. We should clearly help them and support them. In any case, I believe that introducing a police force focusing on public order and control, and a police force focusing on protecting individuals and property is an essential part of the democratic transition process."@en1
