It is an increasingly widespread view that ensuring compliance with the law in itself is not sufficient for the EU to achieve its target relating to the reduction of accidents at the workplace, as defined in the Community strategy on health and safety at work. Further steps must be taken in the interest of ensuring that prevention policies extend to all employees, and there is also a need for more respect for health-related fundamental rights. In the interest of taking the appropriate steps, this report – which I too support – identifies the categories of employees at risk and those who are not covered by the prevention policies. Of course, in addition to this we also need Member States to observe both the letter and the spirit of the framework directive. It is important for those directly affected, namely employees and all persons with access to workplaces, to have the opportunity to participate in the risk identification and prevention process."@en1
