This interim report confirms our concerns with regard to the overall situation of human rights, democracy and the rule of law in Uzbekistan. I am particularly concerned about the repeated allegations of forced labour, especially involving children. Several sources have informed us that during the cotton harvest, schools are closed and children and teachers are obliged to go to work in the fields, in return for inadequate wages, or even no wages at all. We have questioned the Trade Commissioner, Karel De Gucht, several times on this, but have never received a satisfactory explanation or commitment. I voted in favour of this report as it dictates that a future trade agreement with Uzbekistan will only be approved if International Labour Organisation (ILO) observers have confirmed that concrete reforms have been implemented and yielded substantial results in such a way that the practices of forced labour and forced child labour are effectively in the process of being eradicated at national, viloyat and local level."@en1
