"I voted in favour of this resolution because detention conditions are an issue of central importance for the application of the principle of mutual recognition of judicial decisions in the area of freedom, security and justice. It is particularly important to ensure a common basis of trust between judicial authorities, as well as a better knowledge of national criminal justice systems. The European Parliament expresses concern over detention conditions in the EU and calls on Member States to take urgent measures to ensure respect for the fundamental rights of prisoners, particularly vulnerable persons. In order to avoid violations of detention conditions, all Member States should apply minimum common standards of detention. The European Commission and the Agency for Fundamental Rights should therefore monitor the situation as regards detention conditions in the EU and support the Member States in their efforts to ensure that their laws and policies are consistent with the highest standards in the field. It is also vital to ensure respect for fundamental human rights, in particular the rights of the defence and of access to a lawyer, and that the rights of suspects or accused persons are guaranteed, including the right not to be subjected to inhuman or degrading treatment."@en1
