"I am voting for this report, while emphasising that poor detention conditions, or the risk that they will not conform to minimum standards required by the prison rules adopted by the Council of Europe, could be an obstacle to prisoner transfers. This cannot be allowed to happen in a developed Europe that respects human rights. In order to prevent it, the Member States should restructure, modernise and improve the quality of their prisons, as well as the conditions of prison guards, specifically through training."@en1
