"I abstained in the vote because, while I share its objective, the report does not take into account problems that in the long term could compromise the construction of sections of railway that are considered to be important. As far as Italy is concerned, the main problem relates to the national railway company which is showing little interest, probably because it holds an almost complete monopoly over the railways. It has been proposed to increase the authority of the private coordinators and the European Commission, in order to force public bodies not in favour, like to consent to the requirements of the TEN-T projects and their coordinators. Such a choice would means interfering with Member States’ national sovereignty. The very positive part of the text is the choice to definitively liberalise the railways, which would end the effective monopoly holds in Italy. As the railway network operator and train service provider are both owned by they effectively have a monopoly over the Italian railway network, to the detriment of other operators, and consequently of free competition."@en1
