"The purpose of the surveillance mechanism that has recently been established is to prevent and correct excessive macroeconomic imbalances in the European Union, particularly in the euro area. In line with Regulation (EU) No 1176/2011, the new mechanism is also aimed at sustained convergence of how the Member States perform economically and closer coordination of economic policies.
In view of this and of the current economic situation, it is vital that the macroeconomic surveillance framework be up and running as soon as possible. I believe that the potential knock-on effects of Member State and Union policy should be identified and discussed at an early stage, for instance as part of the Annual Growth Survey, and in any case before as well as after the adoption of convergence/stability programmes."@en1
