"According to UN estimates, more than 4 000 people, including more than 300 children, have been killed, many more have been injured, more than 14 000 have allegedly been detained, and tens of thousands are seeking refuge in neighbouring countries or have been internally displaced since March 2011. This intolerable situation in Syria is due to the brutal repression of the people by the ruling regime, despite the fact that such conduct was unequivocally condemned at international level. Violent crackdowns and gross human rights violations by the Syrian authorities and military and security forces against civilians unfortunately continue and are intensifying. Reforms and amnesties declared and promised by President Bashar al-Assad have yet to materialise and the regime has lost all credibility as a result. An increasing number of Syrians are facing a deteriorating humanitarian situation that is leading to a humanitarian crisis, systematically increasing violence, and violations of human rights and fundamental freedoms. It is essential that the Syrian authorities and military and security forces immediately cease all acts of violence, torture, persecution and repression against the civilian population and immediately release all political prisoners held in arbitrary detention. Efforts must be made for a prompt, independent and transparent investigation to ensure that all those responsible for these crimes against humanity are arrested and answer for their actions."@en1
