(1999) and the
(2002) led the European Union to take several legislative measures to increase maritime security. That is the context of the creation of the European Maritime Safety Agency (EMSA), whose objective is to help the Commission and the Member States with maritime safety, with protecting maritime transport and with preventing pollution caused by ships.
