"The European Union must respect its status not only as a partner of countries outside the European Union, but also as a guarantor of respect for human rights, the rule of law and all the instruments of democracy throughout the world. The European Union has assumed the responsibility of supporting Afghanistan in strengthening the rule of law. However, this obligation which has been assumed does not mean that there should be no control over the EU funds earmarked for the Afghan people. In light of this, the process of stabilisation and reconstruction in Afghanistan must continue to be supported. This support is needed, but must be accompanied by additional measures for controlling and coordinating expenditure, as a result of the complaints from the Court of Auditors of the European Union, which identified certain irregularities in the management of EU funds. We must be prepared to give assistance to Afghanistan to ensure that regional and national institutions operate in an efficient, transparent manner. In this respect, we must support the strengthening of the role of the Afghan Parliament, its judicial system and audit authorities. Elected bodies at national and subnational level must be assisted and encouraged to monitor closely the use of EU funds."@en1
