lpv:spoken text	"I voted for this report in which the rapporteur examined the audit reports both of the European Court of Auditors (ECA) and of US audit entities. These revealed significant shortcomings in the management of funds for Afghanistan. It is evident that project management in conflict-affected areas such as the one in Afghanistan cannot be directly compared with project management in developed countries or even developing countries not affected by conflicts. There is no doubt that oversight efforts are also hampered by the unstable security situation. At the same time, reliable information on weaknesses in project management and relevant risk factors need to be identified, in order to make improvements as far as possible."@en1
