"Madam President, I voted in favour of this resolution. There is every reason to be very worried about the situation in Uzbekistan with respect to human rights, democratisation and the rule of law. There is systematic use of forced labour in the textile industry there, involving children in particular. It has been completely impossible to monitor the health, working conditions and age of children and students, and the punishments they receive for disobedience, because Uzbekistan forbids foreign inspectors and human rights representatives to come into the country.
Uzbekistan’s actions violate international human rights obligations and the rules of the International Labour Organisation. Fortunately, retailers of textile products in Europe have now decided to stop buying cotton from Uzbekistan. That is an indication of the ethics and morals of European businesses.
However, on its own, this is still not enough. Parliament should not approve any trade agreement until the Uzbek authorities have allowed ILO observers into the country. It also needs to be confirmed that the country has implemented reforms and achieved notable results regarding the complete end to the use of forced labour and child labour, at national, regional and local level."@en1
