"Madam President, I voted for the report by Mr Fleckenstein because I am fully convinced that an Agency as important as the European Maritime Safety Agency (EMSA) must have a regulation that specifies clear, precise duties, and highlights the effective division of tasks between EMSA, the European Commission and the Member States. All too often we are witness to accidents that pollute our seas, which are under constant threat also from the rise in the transport of dangerous goods and materials by sea, often in maritime areas protected by special rules due to their naturalistic importance, such as the Bocche di Bonifacio. In this regard, I particularly appreciated the rapporteur’s focus on development of the CleanSeaNet service and the SaveSeaNet network. The text was very balanced despite being multi-faceted, recognising the need to define EMSA’s tasks also by taking on more staff, without putting too much pressure on the budget, and underlining the importance of innovative tools such as the Global Monitoring for Environment and Security programme (GMES), while also launching a positive message on support in the sector for gender equality policies."@en1
