If we want to achieve energy independence, we must be resolute in choosing to set up all our projects on renewable energy and energy efficiency by 2050. There are no objectives which are more important than those two. Obviously, we should, therefore, ensure that we are able to make major investments, and the Commission must bear that responsibility; it then follows that we need programmes like the Intelligent Energy Europe programme. Why is that? So that we can ensure that really major initiatives can be taken at a local level and, indeed, at a lower cost. The Commissioner keeps referring to ‘the low hanging fruit of energy efficiency’, because we need those budgets for that. Those budgets must be clearly defined and allocated specifically to this programme. That is what we would actually like to hear from you today: that those budgets are in place and that they have been ringfenced for those objectives."@en1
