"Madam President, Mr Andor, we are aware that there is a legal basis for extending the restrictions period and that the Commission cannot do much on this issue, particularly if it is not enthusiastic about getting involved more seriously. What we want is for you to draw up clearer criteria which will provide a basis for Member States’ decisions. I think that this option is fully available to you.
Governments must read carefully your last report of 11 November, where the data speaks for itself – there are no grounds for continuing the restrictions. There are no economic indicators suggesting that labour from Bulgaria and Romania poses a threat. On the contrary, the restrictions result only in more undeclared work, with adverse consequences for all participants on the labour market.
Let us not beat about the bush: the reasons for extending the period are solely political. However, the principles of free movement of persons and the right to work cannot be subject to double standards when it comes to implementation. We do not want any favours for Bulgaria and Romania. We simply want fair treatment and a rejection of the policy promoting the systemic humiliation of two European Union Member States and their citizens."@en1
