"During the course of the initial decade of the third millennium, the EU has constantly been the target and victim of international terrorism of both a political and religious nature, as evidenced by the attacks that occurred in Madrid in 2004 and in London in 2005.
The Europol Terrorism Situation and Trend Report issued in 2011 indicates that the threat of terrorist attacks within the EU remains high and that the links between terrorism and organised crime appear to be growing. We must therefore not let our guard down, and we have to assess and analyse the new frontiers of terrorism – such as cyber-terrorism – and its new structures, methods and funding.
The main objective of European policies in the fight against terrorism must be to protect and reinforce the fabric of democratic societies by strengthening civil liberties and democratic control. Today’s vote means more security for citizens and more prevention against terrorist acts."@en1
