"Anti-terrorism measures must be equal to the levels of threat presented and must be regulated so as to prevent risks. It is therefore important for the European Commission to document the manner in which the various State and national anti-terrorism policies are balanced and coordinated. An amendment that we considered fundamental, stating that surveillance is a key element in the prevention of unlawful acts, has not been adopted. Equally important factors are the collection of personal data, evaluations of the best technology for detection and identification, data exchange and risk assessment. We find the part where the EU agrees to assist the United States in solving the problem of Guantánamo to be quite incredible; as a third-party State, the US is, in fact, not subject to any kind of control on our part. A further key amendment, requesting that the defence of victims of terrorism and their rights should fall within the scope of priority policies of the EU, has also been rejected. Elements such as cyber-terrorism, illegal immigration and problems relating to the risk of recruitment from amongst the poorer classes were not taken into consideration. For these reasons, we voted against the motion."@en1
